Federal Business Development & Marketing Manager

Job Description 

We are looking for an ambitious and energetic Federal Business Development & Marketing Manager to help us expand our clientele into the Federal sector. This position will be a part of a team with high visibility at the front of the company. A successful candidate will have the dedication to create and apply an effective growth strategy and have the willingness to grow and cross train across the company. The goal is to drive sustainable financial growth through boosting project sales and forging strong relationships with current and new clients Nationally. 

The Federal Business Development & Marketing Manager will work closely with the SVP of Business Development to coordinate and produce proposal responses whilst assembling a proposal team that has the skills to prepare and submit a winning proposal. Responsibilities include the initiation and implementation of all necessary proposal procedures and governance. This is a highly networked role that requires an ability to work under pressure and adhere to challenging deadlines. The ideal candidate will be required to provide demonstrations of professional/technical writing and editing. 

Experience 

Proven ability in planning, producing, editing, and delivering federally compliant proposals within a complex business environment. The Federal Business Development & Marketing Manager will be experienced in scheduling and running proposal kick-off meetings, facilitating key review meetings/final document review, coordinating proposal governance/sign off, document production including tailoring resumes, marketing presentations, and finalizing deliverables. Typically, they will have experience of producing, designing, managing, and updating the Document Repository via SharePoint or Proposal Automation Solution. 

Responsibilities 

  • Directly support all business development needs, including drafting, proofreading, editing and leading team review of materials for readability and compliance. 
  • Coordinate and review/edit proposal input from a variety of stakeholders, typically involving contributions from various sides of the business. 
  • Prepare professional proposal responses and marketing materials ensuring adherence to law-established rules and guidelines, as well as company branding standards. 
  • Delivery of timely, compliant, professionally produced deliverables within customer-defined deadlines. 
  • Solicitation advertisement monitoring via SAM.Gov, GovWin, GSA MAS schedules. 
  • Coordinate business development calls and manage client feedback. 
  • Develop a project growth strategy focused both on financial gain and customer satisfaction. 
  • Promote the company’s products/services addressing or predicting clients’ objectives. 
  • Keep records of projects, sales, revenue, invoices etc. via pipeline database management. 

 

Requirements and skills 

  • Excellent project management and execution skills including clear methods for tracking pipeline management, consistent follow-up with involved parties, and ability to lead executive briefings on opportunities and progress. 
  • Ability to utilize persuasive writing techniques, strategic thinking, and proposal best practices. 
  • Strong time management/prioritization and planning skills. 
  • Communication and negotiation skills. 
  • Ability to build rapport and trust with key clients, executive leaders, and team members. 
  • Extensive knowledge of Federal Contract vehicles. 
  • Practical knowledge of the Shipley proposal management methods. 
  • Proposal automation software (or similar) experience is a plus. 
  • Market/Industry/Federal knowledge is a plus.

Minimum Qualifications 

  • Proficiency in English and strong written English language skills is required 
  • High-level proficiency in MS Office and Adobe Pro is required 
  • Bachelor’s or Master’s in business administration, marketing, sales, English, or relevant field 
  • Minimum 5 years of significant experience drafting responses to solicitations of 30 pages or more 
  • Minimum 5 years of developing, negotiating and executing business agreements/contracts
